Do I need a coastal development permit?
Which work in California's coastal zone needs a coastal development permit, and which is exempt, is set out in the Coastal Act, Public Resources Code sections 30600 and 30610. In unincorporated Humboldt County, coastal development permits are processed by the Current Planning Division of the Planning and Building Department, and a new house in the coastal zone may need one as well as a building permit.

In Humboldt County
Humboldt County's Local Coastal Program is certified; it is made up of six local coastal plans together with the first three chapters of the county zoning code.
In unincorporated Humboldt County, coastal development permits are processed by the Current Planning Division of the Planning and Building Department, and a new house in the coastal zone may need one as well as a building permit.
The county's web map (GIS) shows coastal zone boundaries, so it can show whether a property is in the coastal zone.

In Trinidad
Trinidad is almost entirely in the coastal zone, and the city has a Local Coastal Program so it can issue coastal development permits on behalf of the Coastal Commission.
How wide the zone is
On land, the coastal zone runs from several hundred feet wide in built-up areas to as much as five miles in some rural areas.
