My ZIP code is a Eureka one. Does the City of Eureka issue my building permit?

Not always. Bayview, Cutten, Humboldt Hill, Indianola and Pine Hills share ZIP code 95503, and Myrtletown shares ZIP codes 95501 and 95503 with the City of Eureka, but all six are outside the city. Outside the city, building permits come from the Humboldt County Planning and Building Department at 3015 H Street, not the City of Eureka.

Why the ZIP code doesn't decide it

Who issues a building permit depends on whether the property is inside an incorporated city, not on its ZIP code.

The Census Bureau's unincorporated communities (its census designated places, such as Cutten or McKinleyville) are, in its words, “unincorporated communities that do not have a legally defined boundary or an active, functioning governmental structure.”

The Humboldt County building department covers all of unincorporated Humboldt County. It does not cover the cities of Eureka, Arcata, Trinidad, Rio Dell, Fortuna, Ferndale or Blue Lake.
